To: Salvation
1 Peter was written to Gr.parepidemos, Trans. stranger (1 Pet.1:1) and pilgrims (Heb. 11:13; 1 Pet. 2:11). They were Jews of the dispersion. They were the elect, or the converted Jews. v.2. See also Jas.1:1; Acts 13:16. Not Gentile Christians. Just as there will be Jews of the dispersion (those that are scattered abroad) that are the elect, converted Jews of the tribulation.

Vut the dispersion in 1 Peter is aimed at the Gentile Christians that are scattered, not the Jewish population that is scattered. Again — Disapora — two different meanings and times.
