None of it means a thing as long as Crimen Sollicitationis is still in effect which prohibits the victims from going to the police.
Read wikipedia on Crimen Solliciationis, find out what it actually is, and then come back and tell us it is “still in effect.” Or if it ever prohibited anyone from going to the police.
Because that is false. The subject has been addressed numerous times, but some here seem unable to remember from time to time. Perhaps a person who looked it up for him/herself will remember better.
