Prove that it prevents victims from going to police. You persist in this misinformation. We all know the word for a person who engages in such persistance but the mods hate honesty in this forum so you get away with it.

I provided the document. I highlighted the portions which threaten excommunication to anyone who goes outside the church with accusations against a priest.
