No, it is simply a desire to return to a type of dress that doesn't involve women falling out of the tops of their dresses or blouses, not being able to simply bend over to pick something up because of the shortness of their skirts, or being able to read the label on their underwear from outside their pants or skirts because they're so dang tight.
Frankly it's tough for parents trying to purchase modest, but stylish, clothing for their daughters without dressing them like nuns! It has gotten a little better in the last year or two, but for several years running, it was difficult to find t-shirts that weren't scooped to the navel, or midriff baring, or pants that didn't create a'crack problem'.
