The first mention of Purgatory in the Bible is in 2 Maccabees 12:46:

See also: 1 Corinthians 3:15: If it is burned up, he will suffer loss; he himself will be saved, but only as one escaping through the flames.

So, yeah, in a sense you wouldn't be released until you paid the last penny, but it's an exercise in futility. It can never be paid, thus the soul is doomed to torment for eternity.
