He is talking to Jews and asking them to fulfill their Biblical duty to return to Israel.

Did you note how he gestures with his right hand? Especially through the 6th minute. I didn't notice his surname at the beginning of the video (or even that it was on the screen), but his hand caught my eye at that point. It telegraphed his name.
His parable is reminiscient of the four sons of the Pesach seder.
His heartfelt plea must also take this into consideration, because he doesn't know everyone's circumstance: Jerusalem is where the heart is. Aliyah of the soul.
