Sounds like a declaration of War to me.

Israel should lock down the borders to the West Bank and the Gaza Strip, cut off all aid, power, water, food, everything.

Before doing so they need to announce this at the UN and indicate that it will remain so until Abbas proceeds to address the UN in person and renounce this policy.
