SOLICITUDE

As one of the charisms of administration in the apostolic church, it was the anxious concern of a bishop about the spiritual welfare of his people. St. Paul's solicitude for the churches under his care has been the model for bishops ever since (II Corinthians 11:28). (Etym. Latin sollicitus, thoroughly moved, agitated.)

I think you’re right - it’s a gift given to Bishops. We’ve had some Bishops who definitely exercised this charism: Archbishop Beltran and Bishop Slattery in Oklahoma, Bishops Curlin and Jugis here in Charlotte. A good Bishop is a real gift!
