No. The Catholic Church NEVER did that. SOME bishops did. SOME did not. The previous diocese I lived in turned over the last priest to the police in a heartbeat. He went to prison. That was years ago. The bishop simply would not tolerate a priest in his diocese harming minors.
It all depends on the bishop.

I know the Church has paid a dreadful price for its actions.
Remember the Cardinal Law scandal? Cardinal Law was the cardinal of Boston, where broke the landmark case where the system-wide Catholic priest abuses and cover-ups were exposed. Cardinal Law was proven to have had knowlege of pedophile priests for years and was responsible for moving these men from parish to parish.
He was forced to resign in shame and disgrace in 2002. So what did "The Catholic Church" do about it?
How about a couple of cushy appointments back in the vatican?
