Providentissimus Deus, like all encyclicals (especially those dealing with the Bible) are pretty much interpreted any which way depending on the prejudices of the quoter. Sometimes it is invoked as teaching absolute inerrancy, sometimes it is invoked
against it.
Catholics fail to realize that Church documents are every bit as subject to "private interpretation" as any Biblical text.
