Herod may (appears to) have believed in the Messiah, up to and including his belief creating “works” based on that belief. But he was missing the most important element of “saving faith”.

Herod's faith was without repentance. The Greek word translated “faith” or “belief” throughout the Gospels included an attitude of working repentance, not just the shallow belief we ascribe to in these days...

Faith without works is dead, then?

I would affirm the truth of this saying. I do think that faith comes first and because of the faith instilled in me, I can now go out and show that faith by what I do. Works without faith is hollow.

I think it also makes a person become indifferent and cynical about what they do.
So, as you say, the faith has to come first.

Amen. I don’t see any evidence of faith in Herod, either. He was a murderer. He was very paranoid. His massacre of children two years old and under in Bethlehem and in the coasts of Judes proves it. He was a forerunner of the pro-abortion movement, as was the Pharaoh who ordered that the Hebrew boys should be killed.

Indeed, had Herod the least acquaintance with prophecy he would not have had to gather the priests and scribes to inquire where the messiah was to be born.

Plus Scripture did not have the messiah dying in infancy so if Herod had faith in the prophecies he would know his efforts were futile.
