False. It was much more like a family, and their numbers were small at that point. Of course, if the entire nation were all devout Christians, like the early apostles, the system would work; but since there are unrepentant sinners mixed in, it cannot work. That is why Paul wrote this:

2Thessalonians Ch 3
10: For even when we were with you, this we commanded you, that if any would not work, neither should he eat.
11: For we hear that there are some which walk among you disorderly, working not at all, but are busybodies.
12: Now them that are such we command and exhort by our Lord Jesus Christ, that with quietness they work, and eat their own bread.

These are the folks who probably had heard of such generosity among the Christian community and decided to take advantage of it. They were the Rice Christians. I've seen it. You weren't referring to me as the troll, were you?
