Because the Restoration of the Kingdom of Israel teachings are so controversial I try to be able to have a scripture for any point I make. Looking at EZK 4:4-6 it answers your question.

(Ezek 4:4 KJV) Lie thou also upon thy left side, and lay the iniquity of the house of Israel upon it: according to the number of the days that thou shalt lie upon it thou shalt bear their iniquity.

(Ezek 4:5 KJV) For I have laid upon thee the years of their iniquity, according to the number of the days, three hundred and ninety days: so shalt thou bear the iniquity of the house of Israel.

(Ezek 4:6 KJV) And when thou hast accomplished them, lie again on thy right side, and thou shalt bear the iniquity of the house of Judah forty days: I have appointed thee each day for a year.

Let's see, you say:

(Ezek 4:4 KJV) Lie thou also upon thy left side, and lay the iniquity of the house of Israel upon it: according to the number of the days that thou shalt lie upon it thou shalt bear their iniquity.

A judgement by God at that point in time to let Ezekial demonstrate to the House of Israel in c. 800 B.C. of how long they HAD strayed. Past tense, as Ezekial demonstrated in his person on how long they HAD strayed

(Ezek 4:5 KJV) For I have laid upon thee the years of their iniquity, according to the number of the days, three hundred and ninety days: so shalt thou bear the iniquity of the house of Israel.

As you quote, God laid upon Ezekial, the years of their PAST iniquity converted into days. All PAST tense.

(Ezek 4:6 KJV) And when thou hast accomplished them, lie again on thy right side, and thou shalt bear the iniquity of the house of Judah forty days: I have appointed thee each day for a year.

And here Ezekial demonstrated the PAST iniquities of Judah

In both cases, they say that Israel strayed for 390 years BEFORE 800 B.C. and Judah strayed for 40 years BEFORE 800 B.C. (when Ezekial lived). It's very clear in Scripture that it is talking about what happened BEFORE Ezekial underwent this.
