I would guess the five conditions are something like:
1. Accept the validity of the second Vatican Council
2. Accept the validity of the Novus Ordo
3. New Superior General decided in Concert with Rome (similar to the FSSP agreement of 1988)
4. Accept the reformulation of some of the prayers
5. Put Williamson in a rubber room.
