BTW, did anyone actually read it? When I worked for you Taxpayers; there was a BIG push to get ALL of our work OUTSOURCED. (The theory was that it would SAVE money. snort.)
Anyway, some software types found out that we wrote a lot of our stuff inhouse, for specific needs, being really close to the problems, we knew what we needed.
Well, they had the law on their side and demanded to have a shot at what we were doing.
They wanted specs and requirements and needs ....
So, when we dumped about a half box of computer printout into their lap, they said, "We get back to you with a quote."
Never heard from them again.
There may be a paralell here...

That's one of my favorite jokes. It actually happened to my best friend. Her mom was barely pregnant when my friend got married. They had babies 3 months apart. :)
