Based on my understanding of the common definition of the word prophet, I think definitively, when a prophet speaks he's inspired.

And scripture defines prophet the same way: "Prophecy never had its origin in the will of man, but men spoke from God as they were carried along by the Holy Spirit." - 2Pet 1:21

If Mormon prophets speak uninspired words, then they are not prophets of God, but prophets of their own whims.

I mean, what's the point of calling yourself a prophet if you don't claim to speak inspired words?

Do Mormon prophets normally let their listeners know when they are speaking inspired words or not?

Or is it left to future Mormon generations to make that determination based on the level of difficulty required to explain the weirdness of what was spoken by the prophet? (ref: Young's Adam-God speech, prophesies that the moon is inhabited, ad infinitum)

I believe that once they are on the quorum of 12, everything they say is taken as prophetic. Individual mormons are encouraged to seek private revelation
