Absolutely not!. Our parish holds two Penance services each year which are formal in nature. There are hymns, prayers and an examination of conscience. After that it's followed by private confession.

A general absolution only happens in times of extreme emergency, war, nuclear attack, etc.
Other than that, it is a total misuse.
