Yes, a Torah-observant Jew believes in the Mashiach.

They may not know His name is Yah'shua ( YHvH is become my Salvation )

The need for salvation by the mashiaich (Christ).

Exodus 15:2 YHvH is my strength and song, and He is become my salvation;
