Many, if not most, American bishops have a liturgical and doctrinal agenda which does not include faithfullness to Rome and Catholic tradition.
Doing translations and retaining meaning can be very difficult. Having personally done translations of documents between English and Spanish I have also struggled and understand that the task is a difficult one. That being said, it is clear that the translation that was done in English was NOT done with the intent to retain the original meaning. The mass in Spanish is much closer to the Latin (por mi culpa, por mi culpa, por mi gran culpa). I do not think the problem is whether the US bishops can translate Latin to English, but whether they can keep their own personal wishes on what they believe the mass should say out of it.
