Because it is theologically incorrect to have a devotion focusing on a penitential theme during the Paschal season, which is a time of joy.
"For the sake of his sorrowful passion, have Mercy on us" has no place during a season when we should be celebrating Christ's victory over death.
I know that many Traditionalists would agree with me on that note at least.

Well, the joy of Easter was only made possible by the suffering and sacrifice Our Lord made on Good Friday. They are all of a piece. Easter means nothing without understanding the Passion. Divine Mercy reminds us that his sorrowful passion paid the price for us, and that the Resurrection demonstrated his triumph.
Go ahead with your nit-picking. I disagree, as I am sure you have realized.
