I think it is important to point out that while the rumors expected the new document on Holy Thursday, it appears that Vatican documents, for some reason, often don't get promulgated for awhile after they are signed. As an example Deus Caritas Est was released on January 25 but at the end of the encyclical it reads "Given in Rome, at Saint Peter's, on 25 December, the Solemnity of the Nativity of the Lord, in the year 2005, the first of my Pontificate."
Maybe we can expect something around the 13th of May.
I think it will happen...there's just too much of a buzz about it. I think the Holy Father's been paying attention. He sees that the most vital part of the Church, all over the world, is the most traditional part of the Chuch. Liberal dioceses are a vocations wasteland but wherever we have strong, orthodox bishops we see abundant vocations. Traditional religious orders are thriving while liberal orders are literally dying. Indult Masses are attended by young families...families with clean, polite and reverent children. It's going to happen.
