The Pope was acting as a private person. He was not making a solemn declaration, speaking from the Chair of Peter, that the Koran was considered equal to the Bible. The Pope is infallible when teaching faith or morals when done as part of his Petrine Office, not as an individual who visits Muslims and shows respect for them.
