I think the point is that the detergent brand is called "All". This particular product is highly concentrated, which means the bottle is smaller than the usual detergent bottle. The "small" is written with small letters to highlight how it is "small" and yet "mighty" in it's cleaning power.
I doubt that the makers of All had any intent to mock God.
