Thanks for bringing this to my attention. Sorry I've been so tardy in responding but I've been arguing with The Usual Suspects on an evolution thread (yech).
It was actually a mitzvah to appoint a king, though the way this eventually happened when the people first requested a king of Samuel was not in the correct spirit but under the influence of non-Jewish monarchist ideology.
Always remember that the division of the land amongst the Tribes at this period is the ultimate source of Catholic Social policy as advocated by the distributivists. Too bad so many of them are anti-Semites. The "new testament" simply doesn't have a lot of material on how society is to be governed, and the church found itself having to draw upon the ancient Israelite pattern when it emerged from the catacombs and dropped its apocalypticism.
