The lady is a YOUNG lady, since this is a "youth" conference. I believe this was a CCD children's thing.
Kids coming from all over the world with many in local outfits representing their different culture and dances of those areas.
Doesn't sound like freaks or evil to me.
Look at the site the pictures came from and don't be so judgmental over nothing.
I'm sure there are misguided attempts at stuff in different churches from ignorance, but this doesn't appear to be such an event at all.
