The individual diocese are how the Episcopal church is made up. The national church (ECUSA) is self destructing, not conservative diocese and parishes.
As for the liberal Dr. Williams, he too will be weeded out.
I will second servantboy777 here. This is not the teaching in the conservative dioceses (of which there are 11 or 13) in ECUSA. It might be in the others, I do not know.
