If you are looking for an evangelical Anglican discussion group, you might consider the Yahoo Evangelical Anglican Group. There are some really knowledgeable contributors to this group, and they are also most kind. Currently topics being discussed are modern-language versions of the Prayer Book and the Articles, along with others. I believe there are currently three rectors actively participating, and there are others who are quite well-informed. It's definitely worth a look!
