I am not sure that this is a correct reading. I did not read it to bar the act of undertaking the extraterritorial supervision of parishes, but only the instigation of such activity by the conservative bishops. "Equally, during this period we commit ourselves neither to encourage nor to initiate cross-boundary interventions. " From paragraph 15.
