Actually I think the author is stating that God's laws indwell in the hearts and minds of believers. This law is the law of love (love of God and love of others) and the written summary of this is the ten commandments.
Does the author not know there are actually 613 Laws and that the 10 Commandments are not the Law, they are actually "Sayings" for which the 613 Laws are categorized?
The new testament specifies which of these laws have been modified or fulfilled with the ushering in the new covenant. According to Hebrews 9:9,10 these are rituals associated with food, drinks, washings, and ordinances that were imposed until Christ. Sacrifices were also obviated because of the sacrifice of Christ which was once and for all. (Hebrews 9:24).

Moses law was written in a book and was to be placed at the side of the Ark of the Covenant. The ten commandments were written by the finger of God on tablets of stone.
Deut 31: 24: And it came to pass, when Moses had made an end of writing the words of this law in a book, until they were finished,
25: That Moses commanded the Levites, which bare the ark of the covenant of the LORD, saying,
26: Take this book of the law, and put it in the side of the ark of the covenant of the LORD your God, that it may be there for a witness against thee.
The 2 tablets of stone were place inside of the Ark.
