He's referring to Christians: "they [the unbelieving Jews], not knowing the justice of God and seeking to establish their own, have not submitted themselves to the justice of God. The believing Gentiles and Jew had much less in comon with each other then the Catholic Church and the Non-Catholics today, yet Paul said, THERE IS NO DIFFERENCE.
