Yes, most of what this article says is true. The fight against abortion has been led almost entirely by lay Catholics, and very few bishops and priests participate actively.
It's also true that although the bishops from time to time come out with a prolife statement, they NEVER do so around election time, and they never make it specific: i.e., don't vote for Teddy Kennedy because he's a baby-killer.
It's also true that Catholic Charities and more especially the Campaign for Human Development funds many left-wing, non-Catholic, and sometimes very questionable organizations.
Some of the bishops have undoubtedly done these things deliberately. Others are foolish or weak. But the net effect is that they have done little or nothing in any practical way to stop abortion, or to stop Catholic politicians from supporting abortion.

Like it or not, such a statement would likely lead to the loss of tax-exempt status for the Church.
