Actually, it's more like it at least 29 months old. I've seen these paragraphs under several incarnations since 9/11, with different titles and probably attributed to different authors who would add or subtract a few words here and there. Too bad we can't search words in the body of articles anymore at FR like we used to be able. I'm sure the versions in Sept.-Dec., 2001 got wide distribution.

This one looks like an unabridged version -- maybe it's the original, but who knows. Maybe it's later than Richmond's.
