The FBI was funneling money secretly to suspected Hamas figures to determine whether the militant group would use it for terrorist attacks while President Clinton was trying to broker an elusive peace between Israelis and Palestinians, interviews and court documents show.

The Federal Bureau of Investigation's forte' is investigating domestic crime. While it should continue to maintain close ties to other country's organizations for the benefit of intelligence I can't see it having any real jurisdiction out of this country without the foreign nation's official sanction.
Buck Revell took the FBI into international realms where our jurisdiction fades to gray and chances for disaster run high. Hoover would have surely stuck to our own business. I'm just proposing jurisdictional restraint.

Now why doesn't it surprise me any that the Klintoon (In)Justice Department declined to prosecute anybody in this sting? I strongly doubt that it was because the money didn't go to terrorist activities, though I am open to that theory.
