I think this needs doing, Quix, not to get Davis - but to preserve info that Arnold's administration will need. Obviously, an orderly transfer of power is the last thing the Davis people have in mind.

Certainly preserving info for Arnold would be sufficient reason.
However, I believe incrimminating Davis would also be justice for the California citizens--overdue justice.
And, it wouldn't hurt Bush in 2004.
