House, Senate negotiators bicker as deadline looms

AUSTIN - Adopting new Texas congressional district lines without delaying next year's primary election seemed increasingly unlikely Saturday as a key House negotiator called the Senate's latest proposal impossible.

House and Senate negotiators are working around the clock to agree on a map that would increase the number of Republicans from Texas in Congress. Republican Gov. Rick Perry has called Monday the "drop dead date" to approve a map without affecting the state's March 2 primary.

But there is a constitutionally required 24-hour waiting period between when legislation is filed and when lawmakers can consider it, meaning an agreement must be reached earlier if there is to be a vote Monday.

"If a deal is not met by midnight tonight, it is almost inevitable that the primary election date will have to be moved," said Sen. Todd Staples, R-Palestine, bleary-eyed and weary from marathon map-making sessions.

Once an agreement is reached, it will take about eight hours to be prepared for filing, Staples said.

"If we haven't missed the deadline, we're pretty close to not meeting it," said Rep. Phil King, R-Weatherford, who has been the redistricting point person for the House.

King said the House negotiators made a "great offer" at 3 a.m. Saturday. The Senate countered with another offer later Saturday.

"I'm willing to keep negotiating, but this map couldn't get a majority in the House," King said.

King said the latest map would put two to four additional Republicans in the 32-member congressional delegation, which is now led by Democrats 17-15. The House's original map could have elected as many of six additional Republicans.

But, Sen. Robert Duncan, R-Lubbock, disputed King's statement and noted that the conflict had been narrowed down to three West Texas counties.

"(The House statement) is not accurate and it doesn't make sense," Duncan said.

Staples argued that the Senate map did not weaken Republican numbers.

"It is clear our House colleagues are suffering from sleep deprivation," Staples said.

Staples, Duncan and Lt. Gov. David Dewhurst continued to meet Saturday evening. A spokesman for Republican House Speaker Tom Craddick said Craddick and House negotiators had left the Capitol and had no plans to meet again Saturday.

West Texas appears to be the primary sticking point in the redistricting effort, which already has been delayed by two Democratic quorum-busting boycotts.

Craddick, of Midland, wants the Permian Basin to anchor a congressional district to represent the oil and gas industry of the area. In the current map, Midland is represented by U.S. Rep. Randy Neugebauer of Lubbock.

But, Duncan wants to maintain his region's farm and agriculture representation in Congress.

The Democrats say the Republican maps would trample minority representation in Congress and have branded the effort a right-wing power grab engineered by U.S. House Majority Leader Tom DeLay of Texas.

I still think that Duncan is more the obstructionist here than is Craddick. However, I can understand why others might think just the opposite.

Would it be that serious a matter to put off the primary for a week or two or three if necessary?

Surely the most important thing is to give Texas Republicans the number of seats in the House that they should be getting considering their majorities in the last couple of elections.

Better to get it right (hopefully) than to rush it. And if the primary is delayed, the fault will mainly be the Democrats for their misbehavior in the last couple of sessions. So they will get the blame.

The primary is really too early anyway. The primary was orginally in August; now it is in March to correspond with "Super Tuesday" presidential primaries.

The problem is no so much as one of delaying the congressional primaries. The problem is getting Duncan and Craddick to sign off on the same plan. I can't see either gentleman budging, and one must budge to get something done. It looks like Duncan is defending the Democrat Stenholm, whereas Craddick is trying to get one more seat for an enlarged Republican majority.

I guess I've been around here for about 6 years or so now. Time sure flies!

When Jim Robinson started this site, it was because he was fed up with the liberal media, and how they would not let people worldwide know about the corruption of the Clinton Administration. A few of us, equally concerned, (with great luck) found it fast.

In the early days, FR was a day-to-day operation, always on the brink of bankruptcy. Jim kept on, and we chipped in when it became too much. We knew how important this site was, and is. Sometimes, it came down to the wire, and we wrote checks, and sent them in, as best we could.

Look at it now. We all get our best information from this site. It is huge, with thousands of posters, and millions of readers. Yet Jim still keeps it alive because of his conviction, and he is absolutely NOT making a profit on it. He just believes. As do we.

BTW, did you know that the founder of this site is in a wheelchair (sorry Jim; I know you think it doesn't make a r*ts a$$ difference. Hey, some folks out there need to come down a peg, like I have.).

Think of it! In the darkest days of the Clinton Administration, there was a lone internet site where people with integrity, brains, and sheer gumption could discuss the dangers faced by the US. Not on CNN, for sure.

Earthmovers like Drudge, Ann Coulter, Rush, WFBuckley, his brother, Savage, Buchanan, both houses of Congress (many) check in to see what we think.

The opposition checks it out, too. Like the NY times staff, CNN, AFL-CIO, China, etc. Trust me, they all come here to read. Even YOUR post. You know by now how they are whining about Rush? We're next, as soon as they figure out how they can trash this site without it getting a million hits.
