HAZMAT on scene.
Was at The Californian (?). (Don't know if that is an office building or hotel.)
Several people exposed to powdery substance.
Apparently, local HAZMAT has no facility to test, so samples are being sent to some other testing facility.
Per Kern-AM Radio Local News Broadcast.

Numerous Californians line up at scene, carrying mirrors, razors, and rolled up $20 bills, shouting: " We want a taste ! We want a taste ! "

Isn't today, maybe yesterday, the anniversary of the 2001 attack?

Indeed, it is the local paper. They also own the Tehachapi News.

Hmmm, the californian had this today:
Schwarzenegger pays a visit
California gubernatorial candidate Arnold Schwarzenegger meets Valerie Ramirez, a receptionist at Seven Oaks Country Club, before meeting with reporters during a visit to Bakersfield.

strange, well this was a lunch event. He might have popped out of lunch and flew up there.
He arrived in monterey about what.. 12:30 talked for an hour and then sat down to lunch at about 1:40
We left the place at 2 PM as we were just taking the pictures and did not eat lunch.
