The Bush administration is expected to circulate quietly a new resolution on Iraq by early next week to entice more nations to contribute to Iraq's reconstruction.

Which will immediately be trumpeted by CNN, Reuters and Katie Couric as an admission of failure by the Bush Administration - even though that couldn't be further from the truth.
