So Jaun the Illegal has an accident, it's serious. He kills people. He's in jail. Do they let him go because Mexico doesn't want one of it's "citizens" being detained in a foriegn jail?

Not in jail --- usually a hit-and-run and if there were witnesses, he hightails it back into Mexico ---- pretty easy to get a new identity and cross the border with that one --- start all over.
