GOVERNOR DAVIS RESTORES DRIVER'S LICENSES TO CALIFORNIA IMMIGRANTS 09/05/2003

LOS ANGELES

Governor Gray Davis today signed legislation that will allow California's large immigrant population the privilege of driving with a state driver's license.

"Right now, let's not kid ourselves: People are driving to work," Gov. Davis said. "They're driving without demonstrating they know the rules of the road. They're driving without insurance. Everyone benefits by having drivers on the road know the rules of the road and presumably be a safer driver."

SB 60 by Senator Gil Cedillo (D-Los Angeles) would require that all applicants for a California driver's license or a California identification card provide a social security number or a federal individual tax identification number (ITIN). If an applicant presents an ITIN in lieu of a social security number, the applicant must also present a birth certificate or record of birth issued by their country of origin and one of the following:

• A matricula consular
• A passport issued by a foreign jurisdiction
• A military I.D.
• A driver's license from a foreign jurisdiction
• A military identification card bearing a photo
• Any other document the Department of Motor Vehicles deems appropriate for proving ID.

An estimated two million immigrants drive on California roads at any given time, creating a potentially dangerous public safety problem.

"These people are here right now. They're contributing to our economy. They're working right now and no one’s giving them background checks," Gov. Davis said. "They deserve the right to drive."

"According to Camarota, California's estimated population of more than 35.5 million people includes some 10 million Mexicans, 70 percent of who are in the state illegally and 65 percent of who have less than a high school education.

"The idea that Mexican immigration is vital to the U.S. economy is simply false," Camarota said.

Next, Camarota noted that Mexican immigrants pay significantly less in taxes compared with native Californians but use disproportionately more welfare benefits than those born in the state.

Camarota's data showed that the average taxes paid by Mexican immigrants in California amount to about $1,535 per year, while native-born Californians pay $5,600 in taxes.

While Mexican immigrants pay one-third the taxes of native Californians on average, they also consume roughly three times more welfare, Camarota said.

The CIS data showed that 41.5 percent of Mexican immigrants used "major welfare programs" like Medicaid and food stamps, while those same welfare programs were used by only 14.2 percent of native Californians."

His argument makes no sense, if it did why is it state policy to take the licenses away from drunk drivers?

Oh and what form of identification do you use to purchase a weapon in the state?

A CA drivers license.

I think this law should be challenged on equal protection grounds, it sets up a two tiered system whereby legals have to submit SS cards and illegals dont.

A number of auto insurance companies, including State Farm, will not write a policy until you've had a license for three years or are under your parents' policy.

Giving them licenses doesn't mean that anyone will be willing to insure them.

The ones who work could --- but they might not have $300 to send back to Mexico every month --- or beer and lottery ticket money. They won't buy insurance --- just like they don't save up for their kids' college tuition, they've become accustomed to the idea of getting everything from the taxpayers.

It's completely stupid --- illegals who don't pass a test or prove driving skills aren't just going to put away their car keys and quit driving, they'll still drive without licenses just like they have all along. There will be as many or more hit & runs ---- they've already learned the best "insurance" is to speed away, they can make it over the border and get a new identity if they need to.

Idiot. There is NO right to drive on the public roads! My father's drivers' license was revoked last year by DMV for a wrong turn at LAX airport road and he has yet to get it back. Not in jail --- usually a hit-and-run and if there were witnesses, he hightails it back into Mexico ---- pretty easy to get a new identity and cross the border with that one --- start all over.
