"[CIA Director] Woolsey tried to establish a rapport with the president. Sometimes he would accompany the CIA briefing officer to the White House for the daily intelligence briefing. He hoped the President would invite him in, as was customary in past Administrations. Though the President was told that Woolsey was waiting outside in an anteroom, Clinton never asked to see him."
"This frank report reveals that the CIA and other senior policymakers knew about bin Laden-related intelligence failures as early as 1996 -- five years before the September 11 attacks -- and did little about them. It also shows that CIA director Woolsey's concerns were correct. But he couldn't get Clinton's help to beef up funding for the recruitment of local sources. He couldn't even get a meeting with Clinton. So America was in the dark, as bin Laden plotted."
"The New York FBI office knew about a growing network of Islamic extremists in the tri-state area, but the agents couldn't even open a full investigation. . . . Clinton, who exercised the death penalty in his home state for convicted murderers, wanted to minimize casualties. The missile strike was most likely not seen as a sign of strength by an Iraqi dictator who would casually order executions over lunch."
"The next crisis came on August 8 [1993], when a U.S. Army humvee drove down a rough road in southern Mogadishu. Concealed in a pothole was a land mine. A wire ran from the mine to a nearby building. A Somali spotter watched the vehicle approach. When the humvee was in position, he clicked the detonator. Four American military policemen were murdered. . . . Again, the President took no action."

ME:It is easy to see how asymmetric warfare had been perceived by previous presidents as the quaint method of a third world.The magnitude of the threat only became clear (and grew exponentially) under clinton.

The bombing of the WTC, had it succeeded, would have killed upwards of 50,000 people. It would have made 9/11, as horrible as it was, look like a picnic. There would have been no escape as the towers collapsed immediatly after the bomb detonated I guess we can agree to disagree. Many people saw the threat of Islamic radicallism quite clearly when the Shah of Iran fell in 1979
Your observation about the WTC in fact supports my position.
1993 was a watershed in modern American history, a time that should have forever and instantaneously changed the response of the American president to terrorism.
But the rapist did nothing.

...It was actually my fellow Veteran of the Battle of IA DRANG-1965, and Tower 2's Head of Security for Morgan Stanley Brokerage House, RICK RESCORLA and his lifelong Army Buddy & Terrorism Expert DAN HILL that tracked down and brought this Blind Cleric to Justice immediately after the World Trade Center Bombing-1993.
...RICK RESCORLA paid for it all with his own life later on as Tower 2 came crashing down on him on September 11, 2001 after his saving 1,000's of other lives there.

I share your enmity towards both Clintons... you're right about the complete lack of action by the perp in striking out at terrorism, even as compelling, factual intelligence reached him on a daily basis regarding those responsible...
having said that... GoOrdnance is right- that all previous administrations either responded proportionally, or not at all to terrorist strikes against Americans... the American public was all too comfortable in this tit for tat form of justice, as the ghosts of Viet Nam altered and skewed their perceptions (think quagmire)...
to digress... I was in the military (Army-airborne) stationed at Ft Bragg, NC, living in a WWII barracks at the end of a runway at Pope AF Base when we invaded Grenada... to a man, Grenada was the last place on Earth that any of us thought was the target for invasion... over 250 U S Marines had been killed in Beirut less than 30 days previously, so it was quite obvious where we were going... incredibly, Grenada was the destination...
the message that this sent to terrorists was devastating and would have a lasting effect on the U S and conversely would embolden the worst of the worst to continue the attacks on America as we were not willing to pay the price... Beirut was the model... we put our tails between our legs and retreated stateside... our present Commander in Chief, along with his administration, and the might and sword of U S military power, are prosecuting those that would do America harm... slowly, we are rectifying a long over due, horribly ineffective, dangerous policy of equitable retaliation...

The book is about many murders connected to LBJ. For some reason the "suicide" of U.S. Ag inspector Henry Marshall affected me in a manner that was repeated when Vince Foster "committed suicide." Now I know who murdered Marshall. At the time we all knew LBJ and Billie Sol Estes were involved. Now we know the details
For years I've heard that the CIA did it. BS I thought. But if LBJ was involved I'd believe Elvis Presley assassinated President Kennedy.
