Critics of the initiative such as Mary Bergan, president of the California Federation of Teachers, said the effort may lead to cuts in other social, health and education programs during an economic slowdown.

``It essentially said we have to commit money without any new source of revenue for it,'' she said.

But this contradicts the whole thrust of the article. The effort is not leading to cuts -- because it's not funded. They don't have to commit money without any revenue source -- because its not funded.

IMO it's a responsible program. The government runs the program if it has money, otherwise it avoid over-spending by not funding the program at all. What do the critics want? More spending of money they don't have? A bigger deficit?

``The bottom line is that we've got an after-school program and there's no money for us to apply for,'' said Maureen McGarry, who runs a program in Arcata, a 16,000-population town on the northern California coast 275 miles from San Francisco. ``It was nothing more than a public-relations campaign for Schwarzenegger.''

This is why Arnie refuses to promise not to raise taxes. He will raise taxes or fees to fund this program, I bet! He WILL raise taxes "for the children" and any other nanny-state socialist boondoggle that strikes his fancy.

Nope, he has already said he will cut spending, and not raise taxes.

He's said that he wants to "buy back" California offshore oil leases. That will increase the debt AND make the energy crisis worse, AND help keep gasoline prices high, AND virtually insure that there will not be any funds "for the chillrun".

Can you say TAX HIKE?

Whew! Now there's a stretch. It gives me great comfort in voting for Arnold that you have to go to such convoluted lengths to make the claim that Arnold is going to raise taxes, in spite of his promises not to.

Stretch or not, Arnold said (IIRC, on Hannity yesterday) that he wants to have someone (state, feds?) buy back the oil drilling leases off the California coast. That's going to take tax money to do and will reduce domestic production at the same time.

AHHHnold has already outlined his plans to increase spending and manufacture an "emergency" so he can raise taxes. He DID NOT say he would not raise taxes.

Now you making false statements. Arnold has stated numerous times that he will not raise taxes to solve the deficit, but will cut spending.

The mistake you are making is the leap that buying back the leases will occur when no money is available for such, i.e. that a tax increase or deficit spending will be required. The other option is to cut spending sufficiently to provide funds for such a purpose.

As for the oil supply, if Calis are willing to pay a little more at the pump for no oil drilling off the coast, shouldn't they be allowed to do so?

``The reason kids don't have after school programs available to them as provided by Proposition 49, is because the politicians in Sacramento have been spending with wild abandon and created a structural problem that is going to take time to correct,'' said Schwarzenegger spokesman Rob Stutzman. ``One of the consequences of their reckless overspending is that truly worthy government ventures like after-school programs aren't being funded.''

Bull pucky! The citizens/voters slammed the state govt with unreasonable mandates to support smaller class size, etc. ie; locked in a percentage of the overall budget to be provided every year, economic conditions notwithstanding.

What changes would you make, Mr Stutzman..?? Another commission perhaps may be in order, huh, to study the matter?

Yes, there are structural problems with this state's finances, that have rippled over to the state citizens pocketbooks and bank accounts, because demRats have spawned more programs than imaginable.

Raising taxes without first addressing the bloated bureaucracies this state govt already supports or continuing to let the educational systems and their directions be run into the weeds by socialist minions, neither seem especially wise or prudnet at this point as they have been major contributing factors in this state jumping the tracks into a financial abyss.

Reining in the demRats IS Job #1 ... Tom has done extensive research on all these issues and more and is prepared to take the reins and stop the coach from plummeting over the cliff.

Arnold is still studying his lines. :-\
