The manhole covers exploding only happens in Georgetown, that is more their fault since they never wanted to change anything for historical reasons. Now they are totally gutting Georgetown and upgrading all that stuff.

Property taxes and other taxes are pretty high in Fairfax and Montgomery county too. Unless you want to live in some hick area and commute 2 hours to work I dont think there are too many places where the taxes are low in this area. DC is ridiculously high with the taxes though.
