California needs to allow the sale of gasoline made outside of the state as well as inside the state. That would drive prices down immediately. Currently, only gas refined within the state borders and formulated per state specifications can be sold. Limited supply, high prices.

Can Governor Schwartzenegger change that by administrative decree, or would it require legislation? It would be nice to get rid of the special requirements on gas sold here, which gives the oil companies a good excuse to gouge us.
