Can Governor Schwartzenegger change that by administrative decree, or would it require legislation? It would be nice to get rid of the special requirements on gas sold here, which gives the oil companies a good excuse to gouge us.

I'm fairly certain the legislature will have to act to change the rules. They will get lots of flak from the bureaucrats at the California Air Resources Board and the commie greens that pull the purse strings of lefty politicians. In short, it won't be easy. Even with the influential efforts of Roger Hedgecock in San Diego, the problem of high prices driven by refining policy have fallen on deaf ears in Sacramento.
