"What about services, subcontractors, etc.?" The same way state sales taxes are levied --- i.e. Taxable if it for "final consumption" and "non-taxable" if it is part of the content of a final product. Examples would be the costs of producing an instruction manual for a product would be tax exempt while the costs of producing a marketing brochure are taxable.

I would think you would have to pay that tax, but keep in mind contractors and service providers would not have to pay income tax and could reduce their cost..
