Bush nominates pair for Army, Navy posts
WASHINGTON (AP) President Bush has chosen New Mexico oilman Colin R. McMillan to be the secretary of the Navy and Air Force Secretary James Roche to replace the dismissed secretary of the Army, Thomas White.
The White House announced Bushs picks Wednesday.
White was dismissed April 25 by Defense Secretary Donald H. Rumsfeld and is due to leave office Friday.
Both Roche and McMillan were Rumsfelds recommendations, defense officials said.
McMillan, 67, of Roswell, N.M., runs Permian Exploration Corp., and was chairman of Bushs New Mexico presidential campaign in 2000. He served in the Marine Corps from 1957-72 and was an assistant defense secretary in the early 1990s when Vice President Dick Cheney was the defense secretary.
Defense officials have said they are working on terms under which McMillan would dispose of any stock holdings that could conflict with his official duties.

Navy Secretary nominee dies
WASHINGTON (AP) -- New Mexico oilman Colin R. McMillan, nominated by President Bush to be Navy secretary, has died, the Pentagon said Thursday.
Bush submitted McMillan's nomination to the Senate in May to fill a post left vacant since January, when Gordon England left to become deputy secretary of the new Homeland Security Department. Hansford T. Johnson has served as acting secretary since Feb. 7.
A Pentagon spokesman, speaking on condition of anonymity, confirmed McMillan's death but had no details of when or where he died.

One thought that crosses my mind is that he could have had a terminal illness, and the nomination was a gracious act by some people who recognized some special contributions that he may have made. If one follows the logic, it was never intended that he become secretary.
Just speculation. I have read nothing about this nominee.

R.I.P., Mr. McMillan. Interesting to note that he came very close to beating Jeff Bingaman for the NM Senate seat in '94. If he had won, Gov. Richardson would be filling his seat with a 'Rat right now...

McMillan was nominated by the FIRST President Bush. The nomination has been obstructed in committee by democrats ever since.
