Suppose a mere 5% of the entire population of NYC decides they want a permit. Where are you going to efficiently test and train 400,000 people?
Charge them a fee and build the infrastructure to train them.
This would never be an issue. 50% of the people who live in New York City are convicted violent felons and therefore wouldn't be able to get a permit anyway. Another 40% are recent immigrants who are either here illegally or could never pass a background check due to lack of verifiable information from their home country. Of the remaining 10% (about 800,000 people), I'd say that 95% of them are liberal wussies who would rather vote for Pat Buchanan than assume the responsibilities of gun ownership.
That leaves about 4,000 people, by my reckoning. 3,995 of them are law enforcement officers and already carry guns anyway, so that leaves just five.
One of those five was just assassinated at City Hall today, another was arrested on the subway this morning for taking up two seats, and a third was a smoker who just moved out of New York.
So that leaves just you and me.

There are many more permit holders than that in several states. In the final analysis teh US Constitution should be enough permit for anyone. NYC has prosecuted a man in jail for defending his son in his own home. There is no reason for NYC's gun laws except to protect criminals and encourage violent crime.
