He never 'blamed' anyone, he just stated that he had been given info that the smoking ban rally was scheduled for 1pm at the park across from City Hall. And before he mentioned it, he included a big caveat, stating that he didn't know if there was any relation, that it was just information that he has been given, but for what it's worth, there was a rally scheduled...
Far different from how you are portraying it. Further, did you ever consider that most of the info and updates he reads and gives out are simply written by someone else in the newsroom and either handed to him or spoken by producers into his earpiece?
