We need to start and continue a revolt against this ILLEGAL tax. One way to do that is to download and print the form, then distribute it to all our friends. I am disabled and don't have much money, but I can afford a box of paper and an inkjet cartridge. I am going to print as many of these as I can and starting late in August, distribute them to my neighborhood, and at the local DMV Office. I plan to include a note telling everyone to "paper their trail" so when this TAX is declared unconstitutional they can get the refund due to them. I also will include "Thanks" to all those good little liberals, who think it is their duty to pay higher taxes. (sarcasim off) Get the form here: http://www.dmv.ca.gov/forms/adm/adm399.pdf

Like Governor Davis is not ALREADY unpopular enough.

Now you have licence renewals on some of the more expensive newer vehicles running into thousands of dollars, and even old clunkers, which had gotten down to about $40 a year so, suddenly jumping way back up to over $100.

Did anybody ever wonder why so many 30- or 40-year-old vehicles were running around out in California? The license fee structure has protected these older vehicles for years, except in areas where the smog laws are enforced most ruthlessly.

The problem is too much spending and the person or persons who starts cutting all these programs is going to make themselves very unpopular. There's going to be a downward spiral as state workers are laid off and removed from the tax roles and entered onto the welfare roles. Eventually the economy "rights" itself, but the politicians who start making the cuts will be committing political suicide. Unfortunately they aren't necessarily the ones who bloated the budget with all these entitlements.

I've got my forms. I've sent copies of the forms to family members in California.

However, the carefree drivers of 1,000,000+ unregistered and uninsured cars now on the road in California are showing us a much better solution. Clearly, the fiscally prudent response to the tripling of the tax is simply to not register.

Thankfully I don't live in California so this doesn't affect me directly.

If you really want to "revolt," then paying the illegal tax and thinking you will get a refund later is not the best way to show you object.

Here is what I would probably do if I were in CA and a bill came for this illegal tax.

1) Print copies of the applicable laws behind the tax. I think that california laws are avaiable online. I'll try to post a link here if I find them.

2) Write a letter explaining that the amount on the tax bill is in error and provide copies of the laws that establish the tax and calculations of the correct tax amount. Include this letter, along with a check for the correct tax amount when paying the tax due.

3) If the appropriate registrations/tags/stickers or whatever showing that my taxes are paid an my vehicle is legal don't come, contact the office of my representatives (assemblymen/senators) in the state legislature, and also contact the ranking members of both parties of the committies that oversee the DMV or whatever agency is responsible for collecting the taxes and issuing the documents/tags/stickers.

Keep copies of all documentation. If you get stopped for driving with an expired tag or whatever, just sign the ticket and wish the officer a nice day. Don't even discuss the problem with the officer. Contest the ticket in court and produce your evidence in court that all taxes legally due have been paid.

Note, if everybody did this, the flood of tickets would overwhelm the traffic courts and the problem would be resolved pretty quickly.

In California, law enforcement will impound your car at an initial cost of about $150.00 plus $20.00 a day after that.
It is not a simple matter. Seems only the illegals can get away with driving without a license or current registration.

Maybe it goes without saying, but here it is just in case:

DMV will deny your request, just keep the denial letter and your cancelled check, money order or receipt all together.

The idea is to have a request for refund on file so that when the increase is declared illegal, you'll have your claim already on file. There is good reason for this: when the Cal. legislature passed the also illegal smog impact fee on cars brought in to Cal by people moving here, it too was eventually declared illegal by the courts, but by that time most people didn't have records of their payment, and didn't apply for refunds. I had a copy of my original registration when I moved here in 1990, paid the $300 fee (I was beyond furious), so was able to apply for the refund. I got over $500, courtesy of the taxpayers of California, which is a further outrage. The legislature KNEW it was illegal when it was enacted, they'd been so advised by their legal advisors, but voted for it anyway.

They just steal the yearly stickers we have to put on our cars to show that we have registered here in Missouri. My stickers were stolen last week all the way down to 1998. So I had to go and pay to replace them.:-)
