Norwood Introduces CLEAR Act, Legislation to Promote State and Local Law Enforcement of Immigration Law Help Build Support for H.R. 2671

Good news! Immigration Reform Caucus Member Charlie Norwood (R-GA) introduced a bill today that would address the growing criminal and illegal alien problem by allowing over 600,000 state and local law enforcement officials to enforce immigration laws during the course of their regular duties. H.R. 2671 provides state and local law enforcement agencies with the authority and resources needed to detain criminal and illegal aliens.

Currently, the Bureau of Immigration and Customs Enforcement (BICE) has only 2,000 interior enforcement agents dedicated to enforcing immigration law and locating some 400,000 illegal aliens with standing deportation orders. Of those, 80,000 are criminal aliens and 15,000 are of national security interest. The federal government does not have the resources or manpower to track these and other illegal aliens down and deport them.

If passed, this bill will act as a force multiplier by offering incentives for state and local law enforcement agencies to assist BICE in enforcing immigration laws.

Amendment offered by Mr. Tancredo.

An amendment that states that none of the funds made available in this Act may be used to provide assistance to any State or local government entity or offical that restricts any government entity or official from sending to, or receiving from the organization assuming the responsibility of the Immigration and Naturalization Service information regarding an individual's citizenship or immigration status, as prohibited under section 642(a) of the Illegal Immigration Reform and Immigrant Responsibility of 1996 (8 U.S.C. 1373(a)).

I saw Tancredo and Chris Cannon (R, Utah) on O'Reilly last night. Cannon defended his position agianst this amendment and it was pure spin.

It's a national security issue. He'd better. The majority of the population supports immigration reform. No one wants terrorist sneaking into the country, nor crimminal minds of any sort. Why would they?
Well, left wing Democrat socialist would. Destroying the fabric of the country opens many doors for them to accuire more personal power over the American population. To them, a dictatorship is heaven on earth.

Already the whiners are starting to crawl out from under their rocks to say why we shouldn't have this bill. The same old same old... we should leave enforcement to the feds. Sure, they say that because they know BICE isn't going to do it for one reason or another.

Put the police forces of the US on the case and the illegal alien problem will get solved. And that's not what the whiners and apologists want, including Chris Cannon of Utah it appears.

Ironically, after the Texas sodomy law was overturned by the supreme court, the " immigrant protection states" are screaming state rights! So, do states have rights or not? Somebody make up their mind!

I agree with you that it's a national security issue but I'm telling you that Bush and the rest will pander to the Hispanic vote and not support this bill.

Bush will lose in 2004 over his stance on the illegals in my opinion.

Nah, but maybe we can get him to do it after he gets all the hispanic votes he can in 2004. Estrata is an ace in his pocket. Hispanic voters are watching Democrats filabuster one of their own.

It's also an "Hispanic" issue, and Bush will fear his endorsement of this bill would hurt Brother Jeb down there in South Cuba Floriduh.

Do Cannon's constituents know he's a huge open borders fan? Isn't that a pretty conservative district -- I would think his constituents would show him the door if they knew how much he flacks for illegals.

I seem to recall that Cannon was one of the main sponsors of a bill allowing children of illegals (also illegal; not born in USA) to be charged lower tuition rates to attend colleges in their respective states of residence.

I watched the Tancredo Cannon discussion last night.  It helped clarrify the issue for me.

Here are some important points.

(1) Note the key word here. It isn't requiring.  Here's the problem with that.  A number of cities across this nation have declared themselves to be amnesty havens (or some such) for illegal aliens.  Antoherwords, they have forbidden their employees to make notification regarding illegal aliens.  So just allowing is absolutely meaningless.  This is another vacuous measure designed to make you think it's doing something when it isn't.

(2) Currently there is a poblem.  Only the diehard illegal immigrant rights activist would disagree, but documenting a problem does not a valid response make.

(3) No, this will not act as a force multiplier.  City agencies are not mandated to participate.  This only says they are allowed to.  BFD.  There are no punitive measures incorporated into this that would force municipalities to participate.

This is worthless without the Tancredo ammendment, or another such ammendment that makes this manditory and puts teeth into the bill.

Chris Cannon did nothing but make and ass out of himself last night, revealing that he's in the wrong party.
